Primary One Admission in Hong Kong for 2027 entry
Hong Kong's Primary One Admission (POA) System allocates places in government and aided primary schools. It has two stages: Discretionary Places Admission and Central Allocation. Parents can apply to one school at the first stage; children without a discretionary place proceed to Central Allocation, where parents submit a list of school preferences.
DSS, private and ESF primary schools recruit separately. Their applications and acceptance rules need to be considered alongside POA if you are exploring both routes.
For September 2027 entry (2027/28 school year). Information checked on 27 September 2026. External source links open in a new tab.
Missed the September application window? Discretionary-place applications closed on 25 September 2026. Eligible families who did not apply can still apply for Central Allocation only, on or before 22 January 2027. Submit the admission application first; January school-choice submission is a separate step. See the EDB's POA frequently asked questions (PDF).
Who can apply for Primary One in 2027?
The child must meet all four conditions:
- Be at least 5 years and 8 months old on 1 September 2027: born on or before 31 December 2021.
- Be a Hong Kong resident.
- Not already be attending primary school.
- Never previously have been allocated a P1 place.
For families arriving from overseas, check the child's residence documents and previous schooling with the EDB before applying. Eligibility to enter POA and eligibility for age-related points are different questions. The official announcement for 2027 entry sets out the admission requirements.

Stage 1: Discretionary Places Admission
Parents may apply to one government or aided primary school, inside or outside their home school net. Applying to more than one invalidates the discretionary applications. Use either ePOA or a paper form; do not submit both.
Schools cannot interview or test children at this stage. Places are allocated in two categories:
- Category A: children with a sibling currently attending the primary school or a parent working there must be admitted. About 30% of the school's total P1 places are initially earmarked for this group.
- Category B: at least 20% of the school's total P1 places are allocated using the points system.
These percentages refer to all P1 places. If Category A needs more than its initial share, places are taken from the Central Allocation quota; unused Category A places go to points-based admission. See the EDB quota explanation (PDF).
How the POA points system works
Category B considers family connections, religious or sponsoring-body affiliation, and age. It does not award points for kindergarten grades or extracurricular certificates.
| Group | Qualifying connection or condition | Points |
|---|---|---|
| Family connection | A parent works full-time in the kindergarten or secondary section sharing the primary school's address | 20 |
| Family connection | A sibling attends its secondary section at that same address | 20 |
| Family connection | A parent serves as a manager of the primary school | 20 |
| Family connection | A parent or sibling graduated from the primary school | 10 |
| Family connection | The applicant is the family's eldest child | 5 |
| Affiliation | The child shares the sponsoring body's religion | 5 |
| Affiliation | A parent belongs to the school's sponsoring organisation | 5 |
| Age | For 2027 entry, born between 1 September 2020 and 31 December 2021 inclusive | 10 |
For example, an eligible eldest child with age points and no other qualifying connection scores 15. Several family connections cannot be added together. Confirm affiliation definitions and supporting documents with the school. The criteria are in the EDB information note (PDF); the FAQ (PDF) specifies the 2027 age band.
A score does not guarantee a place. Where equally scoring applicants exceed the remaining quota, places are decided by drawing lots, either by the school or through the EDB.
Stage 2: Central Allocation and school nets
Unsuccessful discretionary applicants proceed to Central Allocation without a fresh admission application, but parents must still submit school choices in January. Families who skipped the discretionary stage must first apply for Central Allocation only.
The choice form has two parts:
- Part A: up to three schools in any school net. This accounts for 10% of a school's Central Allocation places.
- Part B: schools on the child's home-net list, ranked by preference. This accounts for the remaining 90%.
The computer processes Part A before Part B. Allocation takes account of school preferences and computer-generated random numbers; discretionary points do not carry over. A school in your home net can appear in both parts, and an unsuccessful discretionary choice can be selected again.
Use the January school list, which is specific to Central Allocation. Your school net follows the child's residential address, not the kindergarten attended or the discretionary school selected. Check the EDB's parent briefing (PDF) for the allocation process.
There is an additional option for children whose application states that they cannot learn through Chinese: Part B may include specified schools traditionally admitting more non-Chinese-speaking pupils outside the home net. Confirm the applicable list with the EDB.
Documents and application checks
Prepare the child's birth certificate and relevant residence documents, the parent or guardian's identity document, residential-address proof, and evidence for any claimed family connection or affiliation.
Accepted address evidence can include an effective stamped tenancy agreement or specified utility bills. Bank statements and mobile-phone bills are not accepted as residential-address proof. Use the child's actual home address and notify the EDB if it changes. Consult the FAQ and address-proof annex (PDF) for document requirements.
For online applications, register for ePOA and link the account to iAM Smart+. Upload readable documents, complete the final submission and keep the confirmation. Paper applications remain available; follow the destination and submission dates for the relevant stage.
DSS offers, private schools and registration
Accepting a DSS P1 place ends the child's entitlement to a POA allocation. Any POA place already allocated will be withdrawn. Applying to a DSS school and accepting its offer are different steps.
A private-school offer is handled differently: the EDB allows applicants with such offers to remain in POA and informs the private schools concerned before Central Allocation results. Check each school's deposit and withdrawal terms. These distinctions appear in the official application notes (PDF).
Register an allocated place within the stated period. If you cannot attend, contact the school before the deadline. For any subsequent vacancy application, often called “knocking on doors”, check the current EDB arrangements and the school's published procedures; a preferred alternative is not guaranteed.
A practical checklist for parents
- Check eligibility and your home net before drawing up a school list.
- Compare daily needs: journey time, teaching language, learning support, school hours and childcare arrangements.
- Keep two January tasks separate: admission application for Central Allocation-only families, then submission of school preferences.
- Save records: submitted forms, supporting documents, confirmations, offers and registration dates.
If the January school-choice notice has not arrived by 18 January 2027, contact the EDB. For eligibility, late applications or an overseas move, the School Places Allocation Section can advise on 2832 7700 or 2832 7740.
