Primary One Admission
In Hong Kong, the Primary One Admission (POA) System is administered by the Education Bureau to allocate Primary One places in government and aided primary schools. It consists of two stages: Discretionary Places Admission and Central Allocation. At the Discretionary Places stage, parents may apply directly to one government or aided school without being restricted by school net, and each school generally reserves about half of its Primary One places for this stage. The remaining places are allocated centrally, with 10% available for unrestricted school choices and 90% restricted to schools within the applicant’s residential school net. The table below summarises past years’ allocation figures, including Discretionary Places (DP), Central Allocation (CA), and total places.
| Year | Total | DP | CA |
|---|---|---|---|
| 2019 | 50+6 | 25 | 32 |
| 2020 | 50+6 | 25 | 44 |
| 2021 | 50 | 25 | 33 |
| 2022 | 50 | 25 | 36 |
| 2023 | 50 | 25 | 38 |
| 2024 | 50 | 25 | 40 |
| 2025 | 50 | 25 | 40 |
| 2026 | 50 | 25 | 40 |
Note: The figures for Discretionary Places (DP) and provisional Central Allocation (CA) places are published by the Education Bureau, while the total number of Primary One places is estimated from these figures. Where the number of DP places is higher than the number of CA places, this generally indicates that all available places were filled during the Discretionary Places Admission stage, suggesting that applications exceeded the available places and that the school was relatively popular. Conversely, where the number of DP places is lower than the number of CA places, this generally indicates that some discretionary places remained unfilled and were transferred to Central Allocation, suggesting lower competition for admission.
School Fees
This is an aided school, the most common type of primary school in Hong Kong. Aided schools account for approximately 78% of all primary schools and receive government funding to provide free primary education. No school fee is charged. By comparison, government schools account for around 6%, DSS schools 4%, and private schools 12%. Only DSS and private schools generally charge school fees.
