Primary One Admission

In Hong Kong, the Primary One Admission (POA) System is administered by the Education Bureau to allocate Primary One places in government and aided primary schools. It consists of two stages: Discretionary Places Admission and Central Allocation. At the Discretionary Places stage, parents may apply directly to one government or aided school without being restricted by school net, and each school generally reserves about half of its Primary One places for this stage. The remaining places are allocated centrally, with 10% available for unrestricted school choices and 90% restricted to schools within the applicant’s residential school net. Note: The figures for Discretionary Places (DP) and provisional Central Allocation (CA) places are published by the Education Bureau, while the total number of Primary One places is estimated from these figures. Where DP is lower than CA, this generally indicates that some discretionary places were unfilled and transferred to Central Allocation, suggesting relatively lower demand at the DP stage. Where DP and CA are approximately equal, the available discretionary places were generally fully taken up, suggesting relatively strong demand at the DP stage. Where DP is higher than CA and DP + CA is less than the estimated total, this generally indicates that the number of must-admit applicants exceeded the places normally reserved for them, with additional places taken from the original CA quota.
