Primary One Admission

In Hong Kong, the Primary One Admission (POA) System is administered by the Education Bureau to allocate Primary One places in government and aided primary schools. It consists of two stages: Discretionary Places Admission and Central Allocation. At the Discretionary Places stage, parents may apply directly to one government or aided school without being restricted by school net, and each school generally reserves about half of its Primary One places for this stage. The remaining places are allocated centrally, with 10% available for unrestricted school choices and 90% restricted to schools within the applicant’s residential school net. This is an aided school, the most common type of primary school in Hong Kong.
